Echigo Hillside Park
国営越後丘陵公園
Hokuriku's only national government park, on the hills of Nagaoka: a scent-themed rose garden, spring tulips, autumn cosmos and old-style countryside.
The only national government park in Hokuriku
Echigo Hillside Park is a national government park (a large park built and run by the national government) in Nagaoka, Niigata Prefecture. It is the only one in the Hokuriku region. Part of it opened in 1998 and it has grown bit by bit since, to more than 300 hectares today.
The park has two main areas: the Health Zone, with flower fields, play equipment and a big lawn, and the Satoyama Field Museum, where you can experience the nature and way of life of a traditional farming village (satoyama means the lived-in countryside where villages meet the hills). On weekends and public holidays a park bus runs between the two areas.
Nagaoka Rose Garden, arranged by scent
The park's signature garden is the Nagaoka Rose Garden of Fragrance. When a rose garden that a local enthusiast in Nagaoka had opened to the public for free was going to close, the park took over about 900 of its rose bushes in response to calls from residents, and the garden opened in spring 2003.
It has eight areas with different themes, including the Fragrance Area, where roses are planted by type of scent, Japan's wild roses, old rose lineages and roses inducted into the World Federation of Rose Societies' Hall of Fame. The garden has also received the federation's Award of Garden Excellence. The roses are at their best from late May to late June in spring, and from early October to early November in autumn.
Seasonal flowers and satoyama life
Besides the roses, there are flowers for every season, such as tulips in spring and cosmos in autumn. In 2026 the Cosmos Festival runs from 19 September to 3 November.
The Satoyama Field Museum has old farmhouses, rice paddies and fields, with hands-on events where you can get a taste of rural life in Japan. In winter (December to March) the Satoyama Field Museum is closed, but from January to February, when snow lies on the ground, the Health Zone offers snow-play courses such as sledging and snowshoeing.
Getting there
From the Ote Exit of JR Nagaoka Station, it is about 40 minutes on an Echigo Kotsu local bus. From December to March the bus does not go as far as the park, so get off at the last stop, Yokodai 4-chome, and walk about 10 minutes to the Welcome Gate at the entrance.
Opening hours, closing days and admission fees vary with the season and events, and on some days entry is free. Check the opening calendar on the official website before you set off.
Tips
- When the flowers are at their best varies from year to year. Check the bloom status notices on the official website to see what is flowering before you go.
- On days with big events such as fireworks or sky lanterns, use of parts of the park may be restricted (in 2026, notices have gone out for 24 October and 7-8 November).
- The grounds are huge, so wear comfortable shoes, and on weekends and public holidays make use of the park bus.
